On 9 December 2014, the Labour Laws (Exemption from Furnishing Returns and Maintaining Registers by Certain Establishments) Amendment Act, 2014 received the assent of the President. The Act amends the Labour Laws (Exemption from Furnishing Returns and Maintaining Registers by certain Establishments) Act, 1988. The objective of the Act is to simplify the labour laws for the “small” establishments. The Act provides for the simplification of procedure for furnishing returns and maintaining registers in relation to establishments employing a small number of persons ie. “small establishments”, and not to exempt any establishment from furnishing returns and maintaining registers under certain labour laws. The Act amends the definition of “small” establishments to cover units employing between 10 to 40 workers as against the limit of 19 workers earlier. The purpose of the Bill is to bring transparency, accountability and proper enforcement.
