The Central Government in consultation with the State Government made the Food Security Allowance Rules, 2015 on 21-01-2015. The objective of the Rule is to regulate the distribution of quality food grains to the ‘entitled person’ and to provide food security allowance in case of non-supply of the food grain within a prescribed time limit. The Rule provides as follows:
- defines the ‘entitled person’ who can claim the benefit under the said Rule – as a person belonging to eligible household and is in possession of valid ration card.
- the time limit for allocation of food grains and making them available for distribution to the ‘entitled person’.
- payment of food security allowance in cases of non-supply of food grains by the end of the 3rd week of the month following the month in which non-supply occurred.
- the mode of payment of food security allowance.
- to lodge a complaint with the District Grievance Redressal Officer in case of willful lapse of any fair price shop dealer.
- a person shall not be entitled to the food security allowance, if he does not visit the fair price shop to claim his entitlement during the month.
- empowers the ‘nodal officer’ to submit a summary report to the District Magistrate about the status of supply-non supply of food grains.
- District Grievance Redressal Officer to deal with complaints relating to the quality of the food grains within a period not exceeding 15 days from the date of making of complaint.
