Kerala High Court: A Single Judge Bench comprising of Anu Sivaraman, J. allowed a civil writ petition filed by the Kerala Handball Adhoc Committee and directed release of grant amount to it in order to enable State participation in the National Handball Championships.
The present petition was filed seeking directions against respondent to recognize petitioner as an ad hoc committee and disburse grants/ funds for participation in the National Championships organized by the Handball Federation of India.
Learned counsels for the petitioner Mr. John Varghese and A.L. George averred that the camps for players attending the National Handball Championship were set up at New Delhi but due to unavailability of funds, it was neither able to send the participants for the camp nor for the championship. It was further submitted that the petitioner had been recognized as an ad hoc committee of the Kerala Handball Association in November 2018 and therefore it was entitled to release of funds.
Counsel for the respondent contended that the reason for refusal of grant was non submission of accounts in relation to grants released to the Kerala Handball Association for the earlier years.
The Court observed that the petitioner had been appointed as ad hoc committee by the Handball Federation of India and therefore refusal to release grant on the ground that Kerala Handball Association had not submitted accounts in respect of grants issued in earlier years was not tenable. Accordingly, respondent was directed to take up petitioner’s request and disburse the amounts due at the earliest.[Kerala Handball Adhoc Committee v.
