About the University

The Himachal Pradesh National Law University (HPNLU, Shimla), was established by the State Government in the year 2016, by an Act of the Legislature (Act 16 of 2016). Presently, the University is offering B.A./B.B.A. LL.B. (Five Year Integrated Programme), LL.M. (One Year Programme), and PhD. Located in the geographical terrains of Himalayas, HPNLU, Shimla, is the best place for study and learning in law, developing in students, understanding about the law and legal system, topographies of law-making, legal practice, and administration. The University is committed to providing interdisciplinary and practical/application based legal education keeping in view the requirements of overall developments of its students.

About the Colloquium:

Article 51-A(d)- It shall be the duty of every citizen of India to defend the country and render national service when called upon to do so. It is one of the Fundamental Duties as per the Constitution. Fundamental Duties are enshrined under Article 51A of the Constitution of India by virtue of the 42nd Constitutional Amendment Act, 1972. Initially, there were 10 Fundamental Duties in the Constitution. Later, 11th Fundamental duty was inserted by virtue of the 86th Constitutional (Amendment) Act, 2002. Thus, as of now, there are 11 Fundamental Duties under Indian Constitution.

Aims and Objectives

The Constitution of India has envisaged that citizens shall abide by and discharge certain Fundamental Duties as provided in Chapter IV-A. Our legal system is made up of both Rights and Duties, which go hand in hand. The emphasis is on the obligation of every citizen to promote patriotism and uphold the unity and integrity of the nation thereby making our Constitution unique. The constitution is the Supreme Law of the land. Central as also State Legislations shall not be inconsistent with the provisions of the Constitution. The Constitution operates mainly through the legislature, executive and judiciary. National defence is the most important duty of the executive. Protection of the Nation and its citizens from external and internal aggression is part of national defence. Then only the sovereignty and integrity of the Nation can be protected. Every citizen is bound to defend the country and render National service when called upon to do so in times of emergency.

Importance

India has a strong and organized defence force to defend the external and internal attacks and to wipe out anarchy and to maintain peace. It has got the strength to courageously confront any attack against our country and to completely defend it. However, in certain emergent situations, each citizen is bound to render military service for the protection and defence of the Nation. Unexpected natural calamity such as earthquakes, floods, drought, internal aggression and uncontrollable epidemics, such as the unprecedented COVID-19, result in severe turbulation and both mental and physical distress. Despite sincere efforts by the administration, painful situations arise and efforts of the administration might appear insufficient. In such situations, it is the Fundamental Duty of every citizen to serve the Nation for the protection of mankind. We shall wholeheartedly take a pledge to serve the Nation in the emergent situation for defending the Nation and for rendering national service when called upon to do so.
