The Ministry of Ports, Shipping and Waterways, on 25th April, 2022, issued Marine Aids to Navigation (Central Advisory Committee Procedural) Rules, 2022. It aims to introduce advisory committee for marine aids which will be enforceable from 25th April, 2022.
Key points:
- The advisory committee is established for advising Government in connection of policy creation and other business under Section 6 of the Marine Aids to Navigation Act, 2021.
- These rules will make additions/alterations/removal in the marine aids to navigation.
- The proceedings will not be invalidated if any vacancy, any defect or irregularity occurs on part of the committee.
- The committee will consist of-

- Chairperson- Secretary(ex-officio) of the Ministry,
- Members- Joint Secretary, Nautical Advisor, Director General of Ministry, each representative of Indian Coast Guard, Ports Association, Two members of Rajya Sabha and Lok Sabha.
- One representative of Associated Chambers of Commerce and Industries, Indian National Ship Owners’ Association.
- All the casual vacancies will be filled by nomination or appointment made by the Central Government.
- The period of the committee will be for two years, every member other than an ex-officio member shall hold office for a period of two years. Members of Parliament in the committee will continue to members for a period of two years or for so long as he continues to be a member of that House under the Rules 4 and 5.
- Quorum for a meeting of the Committee will consist of minimum of 5 members. The meetings will be conducted every 15 days by members. Each member shall have one vote, and if there shall be an equality of votes on any question to decide by the Committee, the Chairperson or the member presiding shall have a casting vote.
- Under Rule 18, the Member-secretary will be able to conduct the meetings and business of the Committee through video-conferencing or other electronic mode.
